In addition to its theoretical foundations, the book also has didactic value and has long served as a textbook at law faculties in the former Yugoslavia.

Frank's work was written in the context of the early socialist legal system and has a distinctly normative, but also ideological, character. Although legal theory later underwent significant changes, this book remains valuable as a historical account of legal doctrine and criminal law thought of the time.
