Ignatieff opisuje posljednju fazu moderne borbe: rat koji se vodi daljinskim upravljanjem. U “pravom” ratu, nacije se mobiliziraju, vojnici se bore i ginu, pobjede se osvajaju. U virtualnom ratu, međutim, često nema formalne objave neprijateljstava, borci su udarni piloti i računalni programeri, nacija se uključuje kao TV publika, a umjesto poraza i pobjede postoji samo neizvjesna završnica.

Kosovo je bilo takav virtualni rat, rat u kojem su se borile snage SAD-a i NATO-a, ali su samo Kosovari i Srbi umirali.
