"Development against War: Osijek-Baranja County 1993-1997" is a valuable historical and economic monograph and documentary study that covers a key period of recent Croatian history in Eastern Slavonia and Baranja. The book provides a comprehensive overview of the efforts of regional authorities, economic entities and local communities in the crisis and post-war years, from the establishment of Osijek-Baranja County in 1993 to the final stages of the peaceful reintegration of the Croatian Danube region in 1997. The central thesis and doctrine of the work is contained in the title itself — responding to wartime destruction, occupation of parts of the territory and economic blockade with a clear strategy of development, reconstruction and revitalization. The book documents the extent of war damage to residential, industrial and agricultural buildings and communal infrastructure, but primarily emphasizes the measures taken to restart production, care for displaced persons and refugees and rebuild destroyed settlements. Special emphasis is placed on the strategic position of the county, the restoration of transport links, the revitalization of agriculture and industry, and the preparation of the terrain for the return of the population to the peacefully reintegrated areas. Through rich documentary material, tabular presentations, and statistical data, the publication shows how the economic and social strengthening of the region served as a key instrument in stabilizing the situation and peacefully returning the occupied areas to the constitutional and legal order of the Republic of Croatia. Written in an analytical and documentary style, the monograph "Development against War" represents an extremely valuable historical source and testimony to the post-war reconstruction, regional planning, and resilience of the Osijek-Baranja County in the crucial years of the creation of the modern Croatian state.
