Der Roman verfolgt das Leben und die Beziehungen mehrerer französischer Charaktere über einen Zeitraum von zwanzig Jahren im frühen 19. Jahrhundert, einschließlich der napoleonischen Ära und der Jahrzehnte danach.

Der Roman befasst sich hauptsächlich mit dem Leben und Werk seines Protagonisten – dem ehemaligen Sträfling Jean Valjean – der versucht, sich selbst zu rehabilitieren, und durch die Wirkung von Valjeans Werken lässt sich der gesellschaftliche Kommentar des Autors erahnen. Der Roman erforscht die Natur von Gut, Böse und Gesetz und befasst sich auch mit der Geschichte Frankreichs, der Architektur von Paris, Politik, Moralphilosophie, Recht, Gerechtigkeit, Religion sowie den Arten und Wesen romantischer und familiärer Liebe.

Für seinen Roman ließ sich Hugo vom Leben einer realen Person inspirieren – des ehemaligen Kriminellen und berühmten Polizisten Eugène-François Vidocq, dessen Figur im Roman in zwei Hauptfiguren aufgeteilt ist. Les Misérables ist auch für zahlreiche Theater- und Filmadaptionen bekannt, von denen die berühmteste vielleicht die gleichnamige Popoper ist, die manchmal auch unter den Spitznamen „Les Mis“ oder „Les Miz“ bekannt ist.
