The book in front of you was written with the intention of clarifying the basic concepts related to corruption in health systems.

It tries to present the causes of corruption, the conditions in which it arises, the ways of its realization in the simplest and most concise way possible, and to propose some measures to suppress it.

The book does not deal with individual cases of corruption and it is not a compendium of corruption affairs in healthcare. These are reflections that look more widely and systematically at corruption. Certain cases are mentioned only as a reminder or a clear proof of what they claim and are in the exclusive role of showing the nature of corruption in healthcare systems.

What was wanted to be emphasized is the fact that corruption in health care is not just about bribing a doctor - corruption in health care systems is much more complex, developed and branched, and in terms of monetary amounts much larger than the common and simplified notion that is too often imposed as the only form of corruption. actions. At the same time, it is often hidden by laws and regulations, wrapped in stories about the patient's well-being, dressed in the garb of humanity, and sometimes even the official ideology of the party in power.

The book was not written with the intention of singling out anyone for corruption; it would be more accurate to say that it was written with the intention of calling us all names. There are few among us who, when it comes to corruption in health care, have not sinned in any way: by direct participation, accepting or giving bribes, mediating, persuading, supporting, approving, keeping silent, inappropriately lenient condemnation or failure to report.

So corruption is there among us - among our colleagues, patients, friends and, especially, within ourselves.

It can be said that corruption is a philosophy of living, a way of understanding the world, looking for a place in the world in which we live. Whether we will, by using corruption, turn that world into an arena in which a cruel, self-sustaining struggle takes place, or whether, by not agreeing to corruption, we will make it a place of understanding, love and service, depends on us.

This book was written so that this would not happen to us. Its intention is to speak about corruption with a voice instead of a whisper, to bring it out of the dark corridors into the light of day, to remove its veil of invisibility and expose it to the eyes, to expose its secrets. (Authors)
