Zakon o opštenarodnoj odbrani

The Law on National Defense from 1982 was the fundamental legal act of the Socialist Federal Republic of Yugoslavia which regulated the defense policy of the state.

It was based on the concept of "general national defense and social self-protection", which meant that all citizens, organizations and institutions were included in the country's defense system.

The main provisions of the law included:

Territorial Defense (TO): Establishment and organization of TO at the level of republics, municipalities, enterprises and local communities, with the aim of defending the territory and population.

Civil Protection: Measures for the protection and rescue of the population and material assets in the event of war, natural disasters and other calamities.

Citizens' Obligations: Participation in training, exercises and other activities related to defense and protection.

Coordination with the JNA: Harmonization of the plans and activities of the Territorial Defense with the Yugoslav People's Army.

The law emphasized the importance of preparedness, self-management and solidarity in the defense system, reflecting the political and social structure of the then Yugoslavia.
